Adding Tech Level Slider

Minimal version: 1.08

RockPatch v1.08 brings the Tech Level Slider back to the skirmish menu.

This allows you to select the maximum buildable Tech Level.

To add this cool feature, put this in your rulesmd.ini's [General] section:

ShowTechLevelSlider=yes

(This feature is not required, so if you don't want to enable, just remove the tag or set it to 'no'.)

The slider's minimum is 1, the maximum Tech Level is defined in the [MultiplayerDialogSettings] section with the TechLevel tag. It's default is 10.

NOTE: TechLevel slider position are stored in RA2MD.INI file.Can be side effects after mods changing.
